Configure the policy value for Computer Configuration >> Administrative Templates >> Windows Components >> Microsoft Edge >> "Turn off the SmartScreen Filter" to "Enabled".

Note: This setting is incorrectly worded in Group Policy. Configuring to "Enabled" enforces the SmartScreen filter being turned on. Configuring to "Disabled" turns the SmartScreen filter off.
